Legislation cracking down on human traffickers in massage parlors passed the Texas House of Representatives as the Texas Department of Licensing and Regulation (TDLR) issued its 43rd closure of such a facility — thanks to legislation passed in the 88th Legislative Session.
Senate Bill (SB) 2167 by state Sen. Angela Paxton (R-McKinney) requires massage therapists to acquire a new license if moving parlor locations and gives TDLR additional freedom in delaying renewal of licenses for therapists suspected of human trafficking. It was sponsored in the House by state Reps. Ben Bumgarner (R-Flower Mound) and Senfronia Thompson (D-Houston), where it passed unanimously on Tuesday. It passed the upper chamber 31 to 0 on April 24.
